An Innovation Action Plan has been launched to help businesses based in Edinburgh and South East Scotland leverage regional strengths to support future growth.
The plan, developed in collaboration between Edinburgh and South East Scotland City Region, Scottish Enterprise, and Innovate UK, aims to build a more resilient and investment-attractive economy by focusing on key innovation clusters in the region.
The Action Plan has identified several initial areas with what it describes as high innovation potential that could position firms in Edinburgh and South East Scotland as leaders in advanced manufacturing, life sciences and financial services.
Among the three priority innovation clusters the City Region will focus on first is the Financial Services and Fintech cluster in central Edinburgh; the Health cluster in Edinburgh’s BioQuarter; and the Sustainable Advanced Manufacturing cluster based at the Forth Green Freeport, which alone is predicted to generate £7.9 billion of public and private investment across the next decade.
According to the plan, employing the region’s data science capabilities will be central to unlocking value within these innovation clusters and driving growth, as well as identify new international market opportunities.
Edinburgh’s institutional expertise in areas such as AI, informatics, and robotics, will also play a role, in helping to accelerate technology adoption across business and public services, support the creation and scale-ups, and build a regional skills and talent pipeline within new technologies.
“Our region’s world-leading expertise in data, artificial intelligence and robotics contribute to breakthroughs across key sectors as part of the fastest-growing and most economically successful part of Scotland,” said Councillor Jane Meagher, convener of the Edinburgh and South East Scotland Joint Committee.
“Delivering on this plan will cement the region as a leader in health innovation, sustainable manufacturing and fintech and will drive opportunity and prosperity that benefit businesses and communities throughout the region.”
In supporting the development of Edinburgh and South East Scotland’s innovation clusters, the Action Plan hopes to build on the work already established under previous initiatives, including those from Techscaler and the Data-Driven Innovation Platform, which has supported over 500 early-stage companies that have secured £200 million in follow-on investment.

The plan also establishes core areas of alignment between Innovate UK, Scottish Enterprise and local leaders, including shared ambitions to expand collaborative research and development, support under-served communities, strengthen pathways for small businesses, and support the uptake of net zero technologies.
